Those who create hundres of thousands/millions of logical rules for AI to follow control the decisions the AI makes.
It's not like the fed a purely objective set of rules into the AI.

Okay so Darpa has created a program for social media and Internet to ban conservative speech and didn't want to release it through one of the social media giants it owns (bad PR right now).
So, they have a university professor conducting research announce he's got something. That software is soon to go mainstream to 'protect' the public. Bet China has a version of it in use already.
