I would say it still doesn’t legalize fraud.
Admissions do not erase a crime or negligence. The admission can be used against the perp either criminally or civilly. Hope that helps.

What does that matter?
If I say to someone that I put together a foolproof way to kill my spouse and get away with and then I kill my spouse and a detective unravels how I did it, is the prosecutor not going to prosecute me because I announced what I am going to do?
The prosecutor actually now has more evidence with which to prosecute me.
