Sounds like a recanvas is equivalent to an audit. Not counting every ballot, but enough to get a sense of what’s happened.
Recanvas is a normal procedure that each state has to do before they can certify and election—I think. I looked at a web site that a person could go to and look at each state’s requirements.
I think, and audit is more of a detail, as you say. And Pa legislators finally asking for an audit.
