Maybe I’m missing something. How is what you are describing “fraud?”
It opens the door to fraud by allowing malevolent actors to deliver a large number of ballots into the mix quickly.
Because the government of Pa. is ordering a Federal agency to collect ballots and send them out in Express packaging, which is not only circumventing the official mail process, but the cost is being passed down to the tax payers.
Based on your post, this sounds like what should happen given the urgency of the election.

It sounds like USPS management is telling workers to expedite ballots at all costs....dirty little secret is that there is no real cost to the USPS.
I think this is a good thing unless I’m missing the obvious.
