Because the government of Pa. is ordering a Federal agency to collect ballots and send them out in Express packaging, which is not only circumventing the official mail process, but the cost is being passed down to the tax payers.
The government of PA isn’t “ordering” the USPS to do anything. PA is PAYING for the expedited mail service.
