They were all in on the plan orchestrated by John Brennan and James Clapper. Comey showed the dossier to Trump (as a ‘warning’). Comey came out and told Clapper “Mission accomplished”. Clapper called his pals at CNN to let them know the President had been shown the information. And then, all the news outlets used this “communication to the President” as a pretext for to call this “news”.
