I'm thinking each state has so many ballots...and the harvesting will not even have the watermark on them. Also the watermark ballots probably is tracking more than just that its legal. That's just one of the aims.

Perhaps the DHS had the different ballots in county batches according to the amount of register voters numbers or roughly a little more. Like in that watermark code is also the code for the county. And not knowing about the watermark they quite possibly are getting ballots coming from out of state without the code.

I'm thinking they weren't generous handing out the ballots in the secret states.

attorney is removed from the TCF Center, where absentee ballot counting is happening. She says they do this every time they eject a GOP poll watcher & that Dem watchers outnumber GOP 3:1.
