I don’t know; I think he was trying, in his sadly incapacitated way, to speak of combat against voter fraud.
But, who knows? and who cares at this point?
He can’t garner anywhere near the crowds and enthusiasm that Trump can - even Obama couldn’t - he had, what, 40 or 50 people at a recent event?.

Context does not explain away Biden’s words. Did Biden misspeak? If so, how? If you take out the word “fraud,” it changes the entire meaning.
Why would Biden say “fraud” if he did not mean it? Biden is a politician’s politician. He knows Democratic party politics inside and out. He knows all about Democratic party fraud. The only explanation I can find is that, due to his dementia and a friendly audience, he forgot to lie.
I think Americans should take his quote at face value.
