Agreed. Back in December of 2008 we had an ice storm that knocked out power to the entire town for a week. Stores were open and doing cash transactions. Everything was written down with good old fashioned pencil and paper.
We shouldnt forget the psychology of a storm knocking out electric vs an EMP knocking out electricity.
If it is known that a power outage is a temporary problem, then with a few modifications it can be business as usual. If it is generally believed that the electric is out due to foreign attacks on our grid, I believe that will be a whole other ballgame.

99.9% of trucks cars trains, etc would get killed in an EMP. Grocery stores have on average 3 days of food.
