Exactly. I suspect this is a gaslight to gin up minority registration efforts.

If it’s valid it’s most likely from surveys. It could possibly be deduced from street addresses, if someone has a very detailed database with the type of demographics that tend to live at a location. The people who have those databases don’t typically give out that info for free.
