No that is not chem trails. Weather manipulation exists and you can call it whatever you want. I don't call it chem trails. Maybe some do.
I printed this document long ago directly from the USAF site--because I figured it would disappear down the memory hole. But someone saved it at the link below. Weather manipulation has more documentation that cannibalism.
