A permit? Probably give a platoon of gummint lawyers palpitations coming up with the permit for that thing.
The biggest challenge would be the aircraft (likely French as well) with the radar system and electronics to make it go.
(Although I imagine a bunch of my old NavAir types could whip up a reasonable substitute pretty quick.)
You also need an aircraft to launch it from. It is a 40+ year old missile. Its replacement, the MICA (Missile dinterception, de combat et dautodéfense, interception, combat and self-defence missile) can also be launched by ground units and ships.
