I haven't heard anything yet. I'm hoping there is some behind the scenes force that made Cuomo change. Maybe the Dims see it is not working & have reversed course - or more likely have found another line of attack. Hopefully CA will follow.
This is how arbitrary the rules are - it was announced a couple of days ago that public baseball fields can be opened. But only opened for practice, not games. Furthermore, the CIF controls school fields, and are not allowing any school fields open for anything.
Let me also add, although I’m not good at the conspiracy or speculation:
Perhaps Cuomo’s sudden change relates the Dims knowing this & their overall message is is going VERY badly for them. Maybe they know Trump is winning bigly, and up & down the ballots, they are loosing. Maybe they are planning some BIG event.
Maybe Trump know this & said what he said yesterday.

It coincides with a mass exodus of wealthy New Yorkers, many of whom will never come back to the city
Mayor Bill de Blasio has turned on them, calling them ‘fair weather friends’ who ought to be taxed higher
Governor Andrew Cuomo is begging them to come back and says the city desperately needs their money
