Senate seats are very precious, so I rarely ever support the idea of moving someone from the Senate to anywhere else. Our margin for leadership is razor thin already, and we saw what happened in Alabama after Sessions moved up in the world.

Obama tried to pull a fast one past Republicans (admittedly not a hard thing to do) when he nominated Judd Gregg (R-NH) to be Secretary of Commerce (the Governor of New Hampshire was a Democrat who promised to appoint a Republican to the vacancy). Gregg accepted the nomination, but then withdrew when Obama declare his intention to take the Census from Commerce and move it directly to the White House.
