It does not mention anything about restoring funds. My heart breaks for her but not all banks provide a restore funds guarantee.

This is why I NEVER use a debit card. Everything goes on one of my two credit cards. If I need some cash, I go to a bank branch and use their ATM.
I also check my accounts everyday for activity and balances one my smart phone using my cellular data plan or when connected to my very secure home wireless network. Have never had a problem.
If the debit card is a VISA DEBIT, then it is covered no matter what!
Steps:
1. View & verify account activity.
2. Call your bank.
3. Freeze your account.
4. Change your PINs and passwords.
5. Check your credit history
6. FILE A POLICE REPORT

After filing a police report, your daughter could contact the credit bureaus and ask them to lock her credit reports, in case the thief tries to obtain credit in her name, too.
Use credit cards and pay off each month. That way it’s not your checking account that’s out the door. IMHO credit cards have better fraud protections.
If the bank is giving her the run around the best place to go is the Consumer Financial Protection Bureau and file a complaint: https://www.consumerfinance.gov/complaint/ This should get you a response from the bank.
The question is what exactly happened and you aren’t giving enough information. There are a lot of check scams going around these days, if she fell victim to one of them the bank isn’t going to do anything for her.
Contact the banking regulator in your state.
Same thing happened to my son. His Citibank checking account suddenly got hacked and wiped out. Luckily the bank did replace the money. Something is going on.
Does she have an actual traditional bank account or was the money taken from something like American Express BlueBird account?
What are the terms of her account agreement?
Have her contact your state’s consumer protection division.
You don't say how much of a run around they are giving her........I suspect just the normal crap.
Keep pressuring them, they'll reimburse her..........
That happened to me to the tune of $3K (same bank). I made a nuisance of myself with the bank managers and VPs until they fixed it. It took 6 months of nagging. I also, stopped using debit cards. Debit cards have no limit on liability and reimbursement. I now only use credit cards. Credit cards limit customer liability to $50.
