Cletus, that is fascinating! I am unable to answer your question about something getting done here after April 2018.
However, I did a dig which I do hope supports your own considerable efforts. In the Qmap.pub, I found the following.
I did a search on “Tick Tock.” I have listed those with links, and in a couple of places mention who or what they are about. They do not seem to me to be relevant to your search on “TOCK,” but I include them in order to share complete information.
The search did turn up the #1203 which you referenced. In addition, there were two other which in my view support the issues you bring up in #1203. These two are included in this following list.
