I’m just taking a guess reading the images but I think the man saw the car, knew what was coming, turned to shield the child and told her to run.
I think that the guy on the bike who beat it quick might have warned her to run. But I don’t know.
Hopefully they picked that car up on other security cameras in the area.
From the video, I could see nothing to indicate this. He walks across the intersection. Turns slightly away from the car as he gets to the other side. He doesn’t flinch, try to run, or shield his daughter at all. It doesn’t even look like he knew anyone had pointed a gun at him. The girl runs as the dad falls.

Went back and watched it more, victim is watching the car out of the corner of his eye all the way. His head isn’t pointed straight ahead as he walks. He knew it was trouble. It does look like he talks to his daughter, she starts running after the shot and the guy on the bike motions/tells her to turn and run with him.
