If this is truly an autonomous community, who is providing the services? They have banned public police services, so it would be appropriate to eliminate electrical, water, sewer, Internet and other wired and wireless communication services as well. If it's autonomy you want, with services provided solely by those within your community, then it is autonomy you shall have!

If it becomes a self-governing sponge community, like other no-go zones, it is just as self sufficient as those zones. Stuff comes in thru law or charity, no productive work is exchanged with the outside world, and life goes on.
They need someone to pick up the utility bills.

Should I care? My city so far has its police operating normally. If another city wants to have no police department isn’t that their business as long as I don’t have to bail it out.
