Makes me think Castle_Rock could be referring to the shadow government white house. But I don't think the context fits.

In the novel "Lord of the Flies", the boys on the island are afraid of "the beast" that lives on the island. It turns out that "the beast" is inside them -- the depravity of human nature. The boys believe that "the beast" lives in a pile of rocks which they call Castle Rock.
Steven King later wrote novels about a town in Maine called Castle Rock. He got the name from "Lord of the Flies".
Shadow government White House might fit nicely.
