Each county should get an electoral vote. County lines are fixed and cannot be changed without 2/3 majority vote in BOTH state Houses. Fixed. Next question.

Constitutionally, all States are guaranteed a Republican form of government.
How many States still practice such?
Just the presence of an executive (Prime Minister), a lower house (Common) and a higher house (Lords) does not a Republican form of governance make.

It is clear to me that Michigan is, in fact and in practice, a ^Parliamentary Socialist^ government.

Each county should get an electoral vote.
***************
More importantly, each delegate to the Electoral College should be required to vote how each Congressional District voted. No statewide winner take all allowed.

There are Congressional Districts in California and other states that have no input, since the large turnout (dead, missing, illegal, and harvested) wipes out their vote in winner take all.
