I agree that POTUS knows what happened.
I have considered the entire episode with the idea in mind that it’s not “China” or the “Chinese” but instead the Chinese Deep State, or our Deep State, or the worldwide Deep State that is guilty. So if that is the case, then POTUS is walking a fine line so as not to create suffering for the 1 billion Chinese who are not a part of this.
I’ve also considered that if we start peeling the onion of who is responsible for the virus, that perhaps we will first find out that it’s the Chinese, but another layer down will be the USA. Next layer, the USA Deep State. But how many layers does the average person have the patience to peel away before they clamor for retaliation? How does POTUS/Q deal with the “lust for revenge” and channel it instead into the desire for justice. (Justice is far different from revenge, IMO.)
If I’m right about those layers, how many more might there be?
If I’m right, POTUS is on a high wire balancing act with multiple goals:
1. Peace.
2. Justice.
3. Protection of the innocent and uninvolved.
4. Education of the ignorant. (I include myself in that group. So much I/we don’t know even if we know more than the sheeple.)
The education process has layers to it as well. On top of the complex process of peeling back the layers to educate people, there is the issue that not everyone is learning at the same speed, not everyone is starting at the same point.

India Blacklists US CDC For Secretly Funding Bioweapons Research At Manipal Institute Of Virology
India has asked the American frontline public health agency, the Centre for Disease Control and Prevention (CDC) to stop funding virus research studies in the country. CDC was caught funding Karnataka’s Manipal Center for Virus Research (MCVR) for secretly carrying out research on the lethal Nipah virus – a pathogen considered potential bioweapon. The fact that an under-qualified private laboratory was secretly handling a dangerous virus under government’s nose at the behest of a foreign agency has raised major concerns within the health ministry apparatus.
The matter is more complicated with the fact that the CDC has a checkered history in India. The Indian defense establishment believes that the CDC was involved in the plague outbreak in the western Indian city of Surat in 1994, which they consider to be a case of bioterrorism.
Earlier in February this year the Indian government launched an investigation into another secret research being conducted on bat hunters in the eastern Indian state of Nagaland, funded by the US Department of Defense in collaboration with Wuhan Institute of Virology and the Bill and Melinda Gates Foundation.

POTUS might start with a somewhat non-official - but close to the Chinese ruling power - go-between (cut out) to establish an unofficial avenue of communication. Lay some of his evidence cards on the table and let them respond. If in the exchanges China accuses the USA ask them to show their proof. If any American is implicated then prosecute them... back and forth, but not at such an official level that forceful response might be required.
Just an idea to avoid fast escalation. It has been done before.
I agree about the layers. It’s like that 3.7 million Dr. Cutie sent to the chinks. People are talking like that was earmarked to create the virus. No! A 3.7 million dollar grant or contract isn’t chicken feed, could support a medium sized lab for a year or so, but it’s not going to produce a bioweapon. It’s the incestuousness that’s the problem. That whole thing about whats theirs is theirs and whats our is theirs too.
