First, what the heck is a silencer? Second they have suppressors on their weapons beacuse there is still a loud report with any ammunition, rubber bullet or FMJ and what do you want them to do, stop and take the time to attach the suppressor later when seconds might count?

I heard last night from a person in the know (could have been giuliani) that yes, turning off lights allows people to move around inside. Like you said: The rioters would have a harder time finding a target
