I think that might refer to billiards, when you call the pocket which you intend the ball to go into. I could be completely wrong though.

“Call the ball” is a term of art used by Navy pilots when approaching an aircraft carrier for landing. There is a system of lights that they use to ensure they are not too high or too low on approach to ensure the they can catch the arresting gear while not plowing into the back of the ship. When they approach they are vectored in by a controller until they can see the lights and then have to give positive confirmation or “call the ball” for final approach or be waved off.

In post 4360, Q is asking the pilot to confirm that he can safely bring the plane in for the last 3/4 mile on his own.
The implication is that the Q team is extremely close to completing their mission.
I'm a little late to the game on this one but I think "call the ball" is a baseball term. When more than one player has a chance to catch a fly ball somebody has to take control and yell "I GOT IT"... "Calling the ball" absolves the other players of their involvement thereby avoiding a calamity or stepping on toes.
Q is telling us the local governments may have joint responsibility for keeping the peace but will be told to "back off"... "WE GOT IT"
