Even the CiC aiding the enemy? What is the next step?

Hell, the CiC WAS the enemy. But a civilian. Citizens of the US Armed Forces can only be tried under UCMJ CM proceedings, not in military tribunals.

Next step: I think that the President and his team @ DOJ/State have and are currently laying the groundwork for declaring all these treasonous scumbags unlawful combatants some of whom were in league with foreign gov't actors. Those foreign gov'ts will 'disavow any knowledge of actors' just like in Mission Impossible, because the US and the President will be coming out of this stronger economically and politically. This disavowal puts the foreign supporting cast in a fecal sandwich, because now THEY are unlawful combatants who participated in hostilities with no state sanction.

To curry favor, most of these guys will be taken care of by their own country.

Once our bunch of US citizen Unlawful combatants are identified as such, military tribunals/commissions become possible as long as there is due process (meaningless term here) and an opportunity to contest the contention that they are unlawful combatants. Once afforded that opportunity and their status confirmed, they would enter that system where the standards of evidence are different than the federal courts and UCMJ CM proceedings.

There are so many possible prosecutions that this is the only way to get them all knocked out in a reasonable period of time. Unless there is a mass suicide deal. Other foreign Unlawful Combatants out of the reach of the tribunal/commission can be removed since they have no inherent right to participate in war activities without playing by the rules in LOAC.
