The surveillance was being conducted by other governments being used by Hussein to spy on Americans. So US officials then get approval to access the foreign intel via no such agency via these unmasking requests.
I am not sure if this is where Bongino ends up but I find this possibility interesting.

When it’s a short vowel sound, you double the final consonant.
When it’s a long vowel (usually ending in e, you drop the e) and add “ing” without doubling the consonant.

Maybe it, last fall it sat in the grass for hours. Of course I have no way of knowing if it is the same owl. Of course before Q I had a different feeling about owls. :(
