I have a tendency to equate the deep state with the democrats - they are not the same, though it’s often hard to tell them apart. There are plenty of RINOs that are deep state, and no telling how many foreign entities and actors are also deep state.

If that claim were true, it seems logical that such mail-in ballots could be read and monitored for fraud. Just speculating.

It could also be used to determine which ballots to "accidentally misplace".
