I can not verify that paper, but IIRC unemployed people without a degree were eligible to apply for Pell Grants and keep their unemployment benefits.

I don’t recall the exact requirements, but a widow with an underage child would have been able to go and get at least an AA degree before the extended benefits ran out.

And if they were going to night school, there was no problem with the being available for work. However, they may have adjusted the requirements so that school anytime was ok. Simply don’t recall it all.

Pell Grants, unemployment, would not have been enough, though, the people would likely have needed to also get a student loan.

I can’t verify that specific document, but Pell Grants have been around forever, and I’ve seen a lot of letters like this. All the information in it is legit.
