Acting DNI Grenell Announces ODNI Organizational Changes
WASHINGTON, D.C. – Acting Director of National Intelligence Richard Grenell today announced several organizational changes to the Office of the Director of National Intelligence (ODNI).
Under staff and leadership review for over a year, these reforms will save government resources, enhance support to ODNI’s Department of Defense partners and customers, strengthen the Intelligence Community’s (IC) cyber posture, and improve mission management and outreach.
Highlights of these changes include:
A Sunset of ODNI’s Directorate of National Security Partnerships
• To reduce bureaucracy and more efficiently use taxpayer dollars while improving effectiveness, ODNI’s Directorate of National Security Partnerships (NSP) will sunset and its national intelligence management and partnership functions will transfer to existing DNI organizations.
• This change, which reunites all of ODNI’s mission management functions in a single organization and folds ODNI’s partnership organization into the strategic communications and information sharing groups, will move ODNI from four directorates to three, reducing manpower and management overhead.
Establishing a DNI Advisor for Military Affairs
• These reforms will transition the existing NSP flag officer position into a new role, the Director’s Advisor for Military Affairs (DAMA). The DAMA will serve as the DNI’s principal advisor on military affairs and as a liaison to the Department of Defense.
• This position will unify ODNI efforts on behalf of the Department of Defense and better enable ODNI to meet the needs of its warfighting partners.
Combining existing organizations into a single IC Cyber Executive
• These reforms will combine four previously separate ODNI organizations focused on cyber into a single organization, the IC Cyber Executive.
• This position will provide a single ODNI focal point for the cyber mission, which will strengthen the IC’s cyber posture to better defend U.S. national security interests.

There are approx. 2,000,000 FED GOV employees, of which the President fills/appoints 4,000 of them, and of those- 1,200 positions require Senate confirmation.

Obama holds conference calls with his staff stating things that undermines the position of our President, then leaks that to media. This smacks of a shadow government and should be shut down by the DOJ. Obama still operating from DC location, still after Flynn—& Trump.

I never understood President Trump’s appointment of Rod Rosenstein. He and Mueller were involved in permitting the Uranium One purchase to go through and the cover-up. Just reading his bio on the Internet would have shown President Trump or his advisors that this man could not be trusted. I think Rosenstein was President Trump’s worst appointment.

It is in the national interest to facilitate career executive continuity between administrations; to increase senior leadership attention to, and involvement in, executive recruitment; to reduce unnecessary burdens on applicants for executive positions; and to efficiently document demonstrated executive experience.
Sec. 4. Additional Implementation Considerations. (a) Actions for Agencies with SES-Equivalent Positions. Certain agencies have independent authorities enabling them to establish positions that are equivalent to SES or Senior Professional positions, or an executive personnel system that includes such positions. Whether the positions or employment systems are established in title 5 (for example, FBI/DEA SES) or in other titles of the United States Code (for example, Senior Foreign Service, Defense Intelligence SES, Senior National Intelligence Service), the agency head shall determine the extent to which the agency implements policies and processes to support objectives identified in sections 3(a) and 3(b) of this order for such positions consistent with the agency’s authorities and purposes for which the law provides them, with such consultation with the Director of OPM, OMB, and the PMC Subcommittee as the agency may require.
