Can you learn anything about Shakespeare from a US university English department these days? Outside of a few places like Hillsdale College? Serious question. I thought they’d all gone insane on Leftist critical theory, race and gender grievance studies, etc.

It isn’t just about training competitors. There is espionage and buying influence with ChiCom money. Collusion.
We shouldn’t let any Chinese into the country for anything.
What about Chinese professors? Half the STEM professors in the US are Chinese (the other half are Indian). The Chinese professors do research paid for by the US universities, and then the Chinese professors send the results back to China.
Limit them to gender studies.
These students send our intellectual property back to China and they take places in American Universities that should go to Americans.

Straw man argument. Cotton did not say Shakespeare was American. He was referring to Chinese students benefitting from studying western literature.
