Go to Facebook and look up Jeremy M. Jack's (from Texas) Facebook account and you will see his rant about CNN showing video of him standing in line with a grocery cart with the headline "How you can cope with your fears.". Jack is UPSET because the image is from when he was shopping for groceries during HURRICANE HARVEY.
CNN is publishing material, without permission, which is an outright lie. Hello Federal Government?

I don’t see where they “claimed it’s footage of COVID-19 pandemic”.
It’s stock footage. This is how television operates, they don’t send a camera crew out every time they need a new video of a man with a shopping cart.

It may be stock footage, but how hard is it to find their own stock footage of the current pandemic shoppers? They have to reach back years to HURRICANE footage?
That’s the point of having stock footage, so that you don’t have to go shoot more current footage, or search around for some footage you might have shot last week that would work. You just cue up what you need that is already in the catalog and you’re done.
I mean, a man with a shopping cart is a man with a shopping cart. Nobody cares if the man with the shopping cart is shopping for a hurricane or shopping for a pandemic, of if he was shopping 10 years ago or last week. One photo is just as good as another to convey the idea “man with a shopping cart” to the viewer.
Unless “man with shopping cart” is intentionally deceitful because it doesn’t show social distancing and lack of face masks.
I mean, hard is it to find footage with tags “man shopping cart COVID April 2020”?

By reporting on the CV-19 crisis and how people are dealing and showing a picture from Hurricane Harvey as current grocery shopping conditions, by innuendo, they are claiming it is footage of C-19.
I have been to the grocery stores since the beginning, and while I am not actually going in, my son goes in. There are not lines anywhere. There is low inventory, but no lines.
Panicky people will see “lines” at their grocery store, panic, and rush the stores.
