First thing that came to mind was California's need for new dams. Everyone -- especially the farmers -- knows that California is woefully behind the curve when it comes to providing water for its residents. But constructing dams has been politically impossible.
After this emergency is over, they'll to be glad to have a Trump Dam (or two).
