It’s puzzling to me. Travel from the UK is okay, but there are lots of people who visit the UK from the continent....

Check the passports; if they originated from outside the UK, they don’t get to go on to the US.

That was my thought exactly. What would stop someone from coming to the US by going through U.K. first. Even with another country passport, a liar could claim they had been in U.K. for months.
