My read on this:
The low testing rates are a blessing—gives you extra time for shopping to get what you need to comfortably handle a local quarantine. Don’t make excuses—just do it.
The virus is here. Everywhere. We live in an age of international travel, and tourists from Italy alone would be adequate to start the wheel rolling in all major metro areas. The virus has a long latency period and most people who carry it will have no symptoms.
The fatality risk is very low.
On the other hand, quarantine (with no notice) is a very real risk after large scale testing is done. The tests will be publicized, they will cause panic, and local .gov will act with quarantines.
Just prep—just do it.
Tell that to the 3.5% or so people globally who have wound up dead from Coronavirus.
There's a lot of misinformation out there..please don't add to it.
