Did Mulavaney actually call it a hoax? I know he’s been dismissive.

Doesn’t sound like it. From the excerpt it sounded like Mulvaney said the impeachment was a hoax. Apparently Lieu has his head up his butt.
C’mon. If you believe libs/media/dems, you might as well give up. Mulvaney said that Publications were too consumed with Trump’s impeachment — which Mulvaney called a “hoax” — to focus on the snowballing outbreak when they should have been, the chief of staff said.
“Why didn’t you hear about it?” Mulvaney said to the conservative audience. “The press was covering their hoax of the day because they thought it would bring down the president.”

Maybe he was picking that up from Rush and Hannity.
He said it in the context of being used to attack the president. The blame Trump aspect is what is the hoax.
