I have read that 6-8 people went public on Wuhan initially and were arrested.
If it mutates significantly with each transmission, like HIV, it will be very difficult to make a vaccine.

We've had this discussion at work long before the Wuhan thing came up. I've had nurses tell me "i have kids at home, if something comes up, I won't be at work." They've also mentioned if for instance there was a nuclear bomb or some other catastrophe, they will be home taking care of their families not at work taking care of someone else's family.
I just saw some news item that said before the quarantine in Wuhan had been put in place, an estimated 5 million people fled the city! That would cut down on traffic too!
