In my experience, the Department of Energy (power grids, SCADA, nuclear research), and our National Labs are infested with enemy, adversary, and even allied researchers.
One time, when I brought up some specific security concerns to a DOE security manager about some stuff, the answer was, "We can't find any American citizens to hire".
Our Federal science and research agencies knowingly hire probable spies, and claim they don't have a choice. Reluctantly. They're pressured to hire anyone to fill the vacancies. The hires are recognized as threats and come from many countries. The FBI doesn't have the resources to track all these people.
How do we fix this?
