There are few wife and i support. Homeless Vets Shelter\Good Will\Salvation Army\Orphanage in Kenya - (started and built from the dirt up by my nephew)
None of those care about “issues” and almost all the donations go to the works..

I don’t disagree with the overall arch of what you’re stating, but in actuality troops through history were allowed to pillage as part of their compensation.
It wasn’t until around the renaissance that things started to move away from it. Even then there were only certain rulers and countries that openly discouraged their troops, while globally the majority continued killing, rape, and pillaging as part of basic warfare tactics.
Eventually Europeans instituted “laws of war” to ‘protect’ civilians, but this did not prevent the taking of provisions as necessary to sustain the troops nor the destruction of properties to ensure the enemy could not further take protection there...which is basically pillaging. The Revolution, Napoleonic wars, our Civil War, etc were all replete with such.
