In general, non-US citizens employed in the United States are required to pay FICA taxes. However, those with single intent (i.e. expected to return back to their home country post their intended purpose in the US), or non-immigrant status (or F1 visa holders) are exempt from FICA taxes.
IRS guidelines confirm that F-visas, J-visas, M-visas, Q-visas, Nonresident Alien students, scholars, professors, teachers, trainees, researchers, physicians, au pairs, summer camp workers, and other aliens temporarily present in the United States in F-1, J-1, M-1, or Q-1/Q-2 nonimmigrant status are exempt from FICA taxes on wages paid to them for services performed within the United States as long as such services are allowed by USCIS for these nonimmigrant statuses, and such services are performed to carry out the purposes for which such visas were issued to them.

The companies do not have to match the FICA withholding either....giving them an incentive to hire non-citizens.
Non citizens working in the US should pay 5 times in taxes what I do.
AND state and local wage taxes.
F1 OPT is a MUCH bigger problem than H1B IMHO.
The numbers dwarf H1, and the decision to grant the visa
is basically delegated to colleges and universities who have
a vested interest in collecting the tuition.

Employers who want to hire some of these foreigners have to prove that there are no US citizens qualified to fill those positions.
Whether they do or not is another matter.
Trump should have ended this program 3 years ago.
Not to mention, these visa holders ARE getting social security retirements and so are their EXTENDED families; parents, grandparents, aunts, uncles, etc.

Are there legitimate citizens that aren’t getting their Social Security and Medicare benefits?
Do you really want to give those same benefits to some international college kid who spent a winter working at Mar-a-Lago. I’d say it’s a lot easier to let them keep their witholding.
Most people in USA do not know this.
There should be no incentive for US companies to hire foreign workers over US Citizens in our own country.
I say they can play by the same rules as me and file to get it back or get TF out of my country.
The evidence is the number that actually become US citizens. Do they get credit for the uncovered years... don’t think so.
If they were subject to tax then they would be subject to benefits. Benefits could outweigh the income in the long run.
Heck, even the Amish must pay these taxes if employed by non Amish employer, even though they will never collect the benefits.
