Perfectly normal. There are different government communication systems that run on different cables and everything is hardwired. There was probably equipment that was removed from the table for the picture, and then replaced and plugged back in.

Equipment gets swapped out frequently, sometimes more than once a day, in conference rooms like that. No sense to hide all the cables when they're switched around that frequently. My take is "no big deal". No message.

Typically the hub/router is mounted under the table

Don’t want to dox myself but here is a picture I took of the conference room at the military base I visited. Router not under the table, cables not managed in any way.

The reason I took the picture was because of the lawn sale furniture they were using. I think I counted 11 different chair styles.

This was just a small group and only a couple of people were connected. I think the cable rats nest is a nothingburger.
