This private company that the city of Seattle has contracted with gets $435 per technician, per labor hour. The overtime hourly rate per worker is $652.50. I’m not talking about an eight-member crew getting that much to split. I’m talking about every single homeless camp cleanup worker.

That probably includes all the biohazard gear and the transport and disposal fees. There’s similar here in Bay Area for highway work, we nicknamed that aspect of our contract “needles and poop”, but it also includes getting rid of the Augean stables quantities of trash and junk associated with bum encampments before starting freeway work.
Chain gang from local jail would be cheaper.
