Japan addresses my point— that Laws are gonna replace laxity for an ignored threat history among the criminally insane, and certainly will be coming to a theater near you.
You keep fly balling away from my initial point, and basic “cause and effect” comment, so I should give pause to further chat, as the father said in Pride and Prejudice, when his daughter was catterwalling off key, “Let give others a chance to make exhibitionists of themselves, shall we?”.

To be extremely brief...a rigid paternal social structure combined with a single, unique ethnic identity. Not a melting pot but not extreme Balkanization (as in America today) either.
I lived in Japan for 3 years so let me offer an explanation.
You act as if a complicated behavioral issue can be explained by one variable. The answer is much more complex than you can imagine. Are you a behavioral expert on Japanese cultural norms? Have you even lived there?
I have extensive experience (if you count 3 years) with the culture. I learned to speak the language, I rented an apartment off base and had many Japanese friends. (surprising since I'm apparently a white supremacist) The culture there is much more homogeneous. To an astonishing percentage there are only Japanese people, foreigners can't own property and they don't permit much immigration.
There is also not much disparity in income or success levels. Therefore people don't feel disenfranchised or helpless about society at large.
They are culturally inclined to be respectful and go along with traditions which have not been subjected to the level of incessant radical shit talking that we have here.
But yeah one variable is responsible for their lack of shootings...my ass
