IMHO, the fibbies at times put a real device instead of the fake one.
Did the guy in the story have a friend drive the car, since he (the schizophrenic) didn’t have a license & probably didn’t know how to drive?
Or did the car have some ‘added features’?

From what I’ve read, the mental hospitals are a prime area where the MKUltra training/indoctrination/treatment takes place. They have an already identified victim who is vulnerable and they can experiment on them and use them under the guise of “treatment”.
