I was referring to the fact that he “got off” in terms of escaping punishment.
Back then getting off meant getting acquitted on charges, which is apparently something that happened to Mr. Flynn, but specifically a shortened version of ‘getting off SCOT free’ which I think means running off without paying your bill.
