I'm at my wits end and this is for a super tech which I am not. Wife broke her netbook so as usual I bought a used laptop. A Dell Latitude E6410. Machine looks in good shape and comes right up. Only trouble is it will not connect to my home network. It did connect once or twice in the last 3 days I've been fighting it. But for all intents and purposes it comes back with either unidentified network and/or maybe a 169.254.178.126 in the IPv4 slot. No internet access. I run ipconfig all the time. It also shows 4 or 5 entries called Tunnel Adapter this or that. Never have seen Ipconfig entries like that in XP. Win 7 is another world. :<((((
And the little circle keeps going round and round. Lower right hand corner of the screen over the connection icon. It connects to that stupid 169.xxx.xxx.xxx and must disconnect and try connecting again. Really crazy/confusing.
I called a support number and they asked me to take it to another wifi place and try it. Went to Wendy's yesterday and it worked. :<((((
I've had a Netgear WNDR4000 router forever. Two desktops (XP PROs), tablet, another laptop (VISTA) and the netbook that was broke all talked to the router OK.
Lastly I also intermittently get the IP address conflict box.

Its on, been on. It can see various networks.
It might be that you need to change your internet protocol options.
basically compare with the ones that works.
None of that security has ever been on. I use the mac list that allows only those devices onto the network. But I turned off that feature.
first update everything you can. go to the router and plug in with a ethernet wire. Assuming you get an internet connection update everything. then rt click the windows key scroll to the device manager. click on show hidden devices. any non Microsoft devices under each tab that are greyed out uninstall, but leave the device driver/software. do not reboot the system while uninstalling. Once all that is done uninstall all apps you won’t be using, just be careful, some of them may be related to devices on the laptop. once you’ve cleaned out everything, download ccleaner install and get the crap files off the system (free). Now reboot
see if it connects, if not download driver easy (easeware) free update all the drivers manually, look for the setup information file in the folder it opens for you.
Since its a dell many of the dell drivers can be gotten off the site, but they likely won’t be the latest. they do have a maintenance program that will do a hardware scan. if all else fails, make a bootable usb stick to install win10 and reformat and replace everything. if that does not work try a sledgehammer.
I really like the external usb adapter idea. Wrote it down.
Is there a physical WiFi on/off switch on the computer? I’m serious. The wife had a Dell from work and she’d brush the WiFi on/off switch occasionally and then the WiFi was off. After I discovered that...I’d remind her when her WiFi wouldn’t connect. Silliest thing to put on a computer.
On my laptop one of the function keys on the top row turns wifi on/off. It is HP.
Because it is a used laptop, I would go there and look at how many wireless networks it has saved and delete all of them.
Or possibly "forget this network".
I don't have a Win 7 machine in front of me so doing this from memory.
I had a similar problem last year. When I checked there were 4 cell phones, 2 TVs, 3 tablets and 4 PCs all competing for bandwidth. My old Linksys E1200 router could not keep up. I changed to a newer Linksys router with a quad-core processor and haven’t missed a connection since. I didn’t like the price (~$250), but it works and the problems are gone. The older single core processor router just couldn’t keep up.
I could but what would I change them too?

spend some dollars on Ebay:

buy a low priced item and a mid priced item.
If this doesnt solve your problem , nothing will.
For the mid priced or higher item buy a wifi dish adapter.
If not working. You have another place to check. Go in the Control Panel, Device Manager and see if you have any ! points (inside of a triangle). I you have some they are conflicts and need to be resolved.
If not, check under Network Adapters and make sure you have a line that typically says, Dual Band Wireless Adapter (or something similar). If not there then a physical failure. If there, right click and update drivers.
Since you have a wireless connection problem, you will have to use and Ethernet cable and plug directly into your router.
It could be a bad WiFi card on the laptop.
Actually - on the laptop try unplugging the laptop and removing the battery for a few seconds.
