I agree. I think maybe some military planes, which are the usual escorts, do the escorting. Why would they send AF1 along?

The only time an aircraft is referred to as Air Force 1, is when the President is onboard. The only time an aircraft is referred to as Air Force 2, is when the Vice-President is onboard.

So the statement makes no sense, unless the President is on board the aircraft labeled AF1, and the Vice-President is on the aircraft labeled AF2.
