They have had them for years. Have friends who fish in the Keys every January. Years ago a small submarine came up near their fishing boat. The owner of boat took off with lines still in the water. Told my friends their lives were in danger. Was told by people back on shore that many boats just disappear in that particular area and the rumors have always been small cartel submarines.
