Cartels are rolling in the doe. They’ve had submarines and war weapons for decades. They’re not totally incompetent and disorganized like black gangs, which is why the cartels continuously steal territory from them.

The Colombian cartels have been using subs for well over a decade now. They’ve contracted ex-Soviet engineers to build and maintain them, and are usually crewed by poor locals with a high mortality rate.
Actually, I have an acquaintance who did this. I’ve never seen footage of one, though.
