I really don’t know how these things work for unclassifying material. Would a judge on US Court of Appeals need to approve / acknowledge the unclassifying of classified material?

The power to classify (and declassify) rests SOLELY with the President of the United States. It stems directly from Article II of the Constitution. As such, neither the Congress nor the Courts have any power in the matter except as POTUS approves. This may be rescinded at any time and for any reason. POTUS is answerable only to the voters.

To the extent that anyone else has this power it is derived directly, by delegation, from POTUS and no one else.

Thank you, Lone Palm. So as this is the case, would you agree with me that the “RBG” on the letter about Boggs would not be likely to be Ruth Ginsberg, but someone else?
