[Follows was a letter to J.Edgar Hoover, CFR subject....what appears to be a routing slip stamp has “RBG” signed initials. Unclassified in November 1980. ]

Quite interesting -
Regarding the “RBG” signed initials, I’m inclined to think that they are not the same as our Supreme Court “RBG.”

I really don’t know how these things work for unclassifying material. Would a judge on US Court of Appeals need to approve / acknowledge the unclassifying of classified material?

Hale Boggs was a democrat representative from Louisiana. He had been a member of the Warren Commission.
“...In 1972, while he was still majority leader, the twin engine airplane in which Boggs was travelling with congressman Nick Begich, of Alaska, and two others, disappeared while flying from Anchorage to Juneau, Alaska...”

“...In April 1971, he made a speech on the floor of the House in which he strongly attacked Federal Bureau of Investigation Director J. Edgar Hoover and the whole of the FBI.
That led to a conversation on April 6, 1971 between President Richard M. Nixon and the Republican minority leader, Gerald R. Ford, Jr.. Nixon said that he could no longer take counsel from Boggs as a senior member of Congress. In the recording of this call, Nixon asked Ford to arrange for the House delegation to include an alternative to Boggs. Ford speculated that Boggs is on pills as well as alcohol.

It stems directly from Article II of the Constitution. As such, neither the Congress nor the Courts have any power in the matter except as POTUS approves. This may be rescinded at any time and for any reason. POTUS is answerable only to the voters.
To the extent that anyone else has this power it is derived directly, by delegation, from POTUS and no one else.
