It’s worse. Max speed is for only the finally dash, if needed, to its target.
The it’s much slower the other 99.44% of the way to avoid detection.

I’m more wondering if CNN will say that the Russians were given the technology to build the sub as payback for Trump’s win...even if the sub had been around for decades and this particular project started early during Obama’s term.

Apparently ONLY the Russians have escape pods. The mini submarine would be used to ferry people up, also they have inflatable suits they can slowly rise to the surface in. Interesting question.
